China's export restrictions on large dredgers are not targeted at any specific country or countries. Rather, it is a universally applicable export control policy based on national security considerations.

The introduction of this policy is closely related to the situation in the South China Sea. Military analysts point out that since China has utilized advanced dredging technology for island and reef construction in the region, it seeks to prevent other nations—particularly Southeast Asian countries with maritime territorial disputes, such as Vietnam—from easily acquiring comparable capabilities.

Therefore, although the policy does not explicitly name any country, its objective effect is to restrict all potential buyers from accessing these strategic "island-building artifacts," thereby safeguarding national security and maritime rights.

1. Neighboring countries with territorial disputes (with China).

2. Regions involving excessive military risks. Note that export-controlled items are strictly prohibited for "sanctioned entities" or "military purposes."

3. Regions with a high risk of transshipment or re-export. Be aware that obtaining a license is difficult if the actual circumstances do not align with the End-User Certificate (EUC).

The buyer must truthfully declare the specific project details and the actual location of use. Falsifying an EUC is a violation of Chinese law. Any entity found doing so will be placed on the MOFCOM Blacklist and held legally liable.
Furthermore, exporting companies are required to perform strict due diligence to verify the authenticity of the end-user and the final destination.
