Before vessel mobilization, the project department shall organize relevant departments to inspect and evaluate the vessel, and apply for a safety inspection of the vessel by the maritime authority to ensure that the vessel condition and manning meet the requirements.
After vessel mobilization, the project department shall organize safety education and technical disclosure, arrange the master and senior officers to carefully study the local port management regulations and maritime navigation rules, review the construction drawings of the construction area, and get familiar with the water depth, current, navigational hazards, navigation aids and other conditions of the construction area.

1. During construction, necessary navigation aids shall be installed at the boundaries of the operation area (or warning area) to identify for passing vessels and prevent unauthorized entry. Meanwhile, the construction vessel shall display necessary warning signals day and night for identification by passing vessels. Especially in poor visibility, the construction vessel shall take measures to ensure that passing vessels keep a safe distance away from it.
2. Temporary water buoys shall be set up in the construction area to remind passing vessels of the location of the construction area and navigation safety.
3. To ensure operation safety in navigable waters and maintain a stable water safety situation, on-site supervision shall be carried out during construction, a warning vessel shall be assigned to conduct on-site alert of the waters, monitor that other vessels keep a sufficient safe distance from the construction vessel, and ensure water traffic safety during construction operations.
4. All vessels entering the construction site shall hold various valid certificates issued by maritime and vessel inspection authorities, and vessel operators shall hold competency certificates matching their posts, and accept supervision and inspection by local law enforcement agencies.
5. Construction vessels shall display prescribed lights and shapes day and night in conspicuous positions in accordance with relevant regulations.
6. The project department and construction vessels shall set up necessary safe operation areas or warning areas as required by the maritime authority, and install marks in compliance with relevant regulations.
7. Construction vessels shall strictly abide by the relevant provisions and requirements of the International Regulations for Preventing Collisions at Sea during construction and navigation.
8. Construction vessels shall be equipped with effective communication equipment, keep watch on designated channels, communicate with passing vessels in a timely manner, inform other vessels of their construction and navigation intentions, and ensure navigation safety.
9. Operators on construction vessels must strictly implement safety operation technical procedures, and eliminate the "Three Violations" of illegal command, illegal operation and violation of labor discipline.
10.The project department and construction vessels shall formulate special emergency plans for water traffic accidents, wind prevention, ice prevention and others according to the actual situation of the construction area and seasonal changes, and work out safe technical measures for construction in foggy days.
11.Personnel engaged in water construction operations must wear life jackets, and working under the influence of alcohol is strictly prohibited.
12.The project department and construction vessels shall hold regular regular meetings on production safety, inspect the production safety situation, rectify potential safety hazards found in a timely manner, and keep relevant records.
13.Before vessel operation, the on-duty personnel shall conduct a comprehensive inspection of the main engine, dredge pump and clutch, discharge pipeline, gate valve and other equipment as well as instrumentation control systems, and earnestly complete shift handover.
14.Before dredging and discharging, the on-duty personnel at the disposal basin shall be notified; no personnel are allowed to stay on both sides of the floating pipeline and at the discharge outlet, and warning signs such as "Danger: No Stay" shall be set up.
15.Operators of the cutter suction dredger and discharge outlet must operate in strict accordance with safety operation technical procedures and construction technical plans, and illegal operations are strictly prohibited.
16.In case of an unexpected situation during construction, report to the master immediately; in an emergency, stop the machine first and then report. Reliable safety measures must be taken for troubleshooting, including hanging warning signs such as "Do Not Start" and assigning a special person to monitor.
17.The on-duty personnel shall carefully complete construction records and deck logbook.
18.The filing system for safe operation of vessels in port waters shall be strictly implemented. When a vessel carries out self-repair in the port, and needs to conduct welding or hot work in port waters, the filing formalities shall be completed on the "Maritime One-Stop Online Service" platform in strict accordance with the requirements of the Measures for the Supervision and Administration of Safe Operation of Vessels in Ports. Ensure that the actual operators hold valid certificates during operation. Implement various safety protection measures and on-site supervision during operation.
19.For projects involving construction while navigation is ongoing, a special safety construction plan shall be formulated. The project department and vessels shall strengthen communication with port dispatch, maritime and other departments, grasp vessel dynamic information in advance, and take avoidance measures.
20.During construction, the warning vessel shall strengthen safety patrols to ensure that unrelated vessels are prohibited from berthing, anchoring and navigating in the warning area.
